RX 460 or GTX 950? (w/o any power connectors)

I have been looking for a GPU for my friend and I was interested to know which one of these is better with no PCIe power connectors req. as he doesn't seem to have any on his PSU. There are now several GTX 950s which don't require a power connector so I'm curious if these models are weaker and if so by how much?

GT 430
i3 540
Blueberry PSB560 (supposedly contains a 6pin pcie connector but it was nowhere to be found when we looked inside)

Yeah I found online that it's supposed to have it but we couldn't find it in his PC. I'll check again next time I'm there just in case.
