Separate Hard drives for separate windows users

I have 1 hard drive in my PC right now. I want to add a second one and have it tied to a specific user account. Is it possible for me to make it so that each user account only has access to 1 hard drive? So for example files can only be accessed by the user who's drive it is and programs installed are only accessible from the user who installed it, etc.

Not the way you think. It is all still under one OS install.

You can, however, redirect individual user account Libraries to specific drives or folders.

User A Libraries talk to HDD 2
User B Libraries talk to HDD 3

User A cannot see User B particular files.

You don't have to add a second drive. You can add a second account and restrict access to certain folder and files by account name.
