Best CPU Cooler for $100 AUD Budget

I'm fixing an old PC that my parents use for productivity, the Pc won't be used for any type of CPU intensive application only small things such as Skype/Facebook etc... My budget is $100 AUD as I don't want to spend much on a PC that doesn't require a strong cooler. Hybrid/ Air coolers are good just leave suggestions below. Thank you

Hi,

Noctra is known for being very quiet cooler, but all of them are within the same range of noise 14-24dbA. I have Corsair h75 and I hated it in the beginning thinking it was so loud until I found out that I installed it somehow wrong and now it is nice and almost quiet.

The H60 is almost the same as H75 except it comes with single fan only, and according to link below if your CPU at full load it will keep it around 71c (But the Noise will be kinda loud) using H60 cooler.

Out of the 5 coolers you've recommended which would you choose for silence and performance?
