Strange issue with monitor after switching GPU

So, on my GTX 750 ti HDMI on my monitor worked fine, now on my GTX 960 when I switch to HDMI from DVI the desktop loads but no shortcuts or mouse, the taskbar shows up though with those icons. Anybody have any ideas?

Yes, I replaced the GPU like last christmas.
[Edit] I believe I fixed it, but things seem a bit "cloudy". I'll try playing around with the monitor settings.
