activate admin account

is there any way to activate built in administrator in windows 10, if there is password?
i tried many ways, but it is asking to enter password for accesing any commands.
so i need to know is there any ways without any softaware or cd.
my purpose is to reset password of windows 10 without any software or cd/dvd.

the built in admin cannot access the user settings menu.
