Help... Windows 10 + ATI Radeon R5 240 + Sharp 70 inch 4k = No 4K resolution

So... I posted a question a month and a half ago trying to figure this out with no luck (on the windows side)... though, Maybe I'll give it another shot....

So... Im trying to go back to a windows 10 environment... I have the system working flawlessly on an Ubuntu environment save for a few idiosyncrasies (loss of audio on wake, cursor in view on wake (uncluttered solves that)... can not wake from remote)... but the wife doesn't like linux... apparently I need to make it easy to use so she can watch TV :)

Anyway, situation is on a different box... specs are:
Dell Optiplex 3310 SFF
i3 3.30GHz
8GB DDR2 10600
Radeon R5 240 (4K capable) video card...
Windows 10 x64 Pro

Windows/AMD Catalyst won't let me move my resolution past 1080p...

Catalyst recognizes my TV but states that max resolution is 1080p (1920x1080)
Windows see the TV as a Generic PnP Monitor...
Doesn't seem to matter if I use HDMI or DVI... same limits.

any pointing in the right direction would be great... and any information not provided that you think is needed, Ill happily offer...

(Just to recap, Ubuntu properly displays the 4K with 0 issues...)
