Looking to find a budget cpu cooler that is quiet.

Hello. I was wondering if anyone could help me find a cheap, quiet, cpu cooler. I am getting a Core I5-6500(no overclocking), with a GTX 980. Arctic Cooling is my favorite brand for anything cooling.Anything by them are unbelievably quiet almost silent. You dont need to spend $40 all the ones i have listed will be quiet and cool very well.

Those are terrible recommendations for the price, don't let bias get in the way of your judgement. :/
Even the 212 Evo is being phased out by better coolers for the same price.
