Computer won't remain off after shut down

Greetings! I've been having a problem since installing Windows 10 Pro 64 bit (build 1607). My computer starts up again about 5 seconds after shutting it off. I checked with Microsoft and after looking at my system, they said it wasn't a Windows problem and blew me off. I never had the problem until I upgraded to 1607 - the previous build 1511 was OK. To be honest, I had to reinstall a lot of other programs but almost all were programs that were on the computer previously. Otherwise the computer runs perfectly. Can anyone figure this out. Check in the BIOS to see if the option to wake the PC by hitting either the keyboard or the mouse are set to enable, if so, set it to disable. If the problem persists, it must be something wrong with your PSU.
