New Build: Windows 10 stuck when booted from USB

I've seen many threads etc. on this subject but none have clear answers. I just built a brand new PC, and created a bootable drive to install windows 10. When using Rufus in conjunction with Microsoft's Media Creation tool, as well as when ONLY using the Microsoft media creation tool, my computer boots up, "reads no device detected" on the first screen, and then proceeds to seemingly load windows, but all I get is the Blue windows icon, and it hovers there for as long as you'd like to leave the computer on. Nothing happens. Anyone have a clear fix? I have no idea what to do. Thanks in advance.

PS. My hardware is more than capable to run windows 10 before anyone asks.

What settings did you use on rufus? UEFI or MBR? Post screenshot.
Is your PC UEFI capable? What are BIOS settings regarding UEFI/CSM boot?

boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose start up repair - this will scan PC and maybe fix this - will ask for logon info

Turn on your PC with the USB stick inserted > mash Delete key until enter BIOS screen > go to Boot Settings > Change Boot priority to be your USB Flash Drive > Save & Exit > Install Windows 10

Have you taken these steps already? Tried putting USB into a different slots (on back of PC)?

Edit: What type of HDD/SSD are you using, did you pull from an older build or brand new?

That solution will not work. Computer has no OS on it. All I have access to is BIOS. Boot priority has been set correctly.

Yes to all the above. I am using a new Kingston SSD.

You'll have to forgive me, I am somewhat of a newbie when it comes to new builds.

Yes to your first question.

My motherboard is a MSI 760GMA-P34 (FX) AM3+ AMD 760G SATA 6Gb/s USB 3.0 Micro ATX AMD Motherboard

On Rufus i used a GPT partition scheme for EUFI, formatted as FAT32, and used the ISO file from the microsoft media creation tool.

I am not sure if I am UEFI capable.

Did that just now, When i boot up, it says invalid system disk, replace disk then press any key
 
Well - something is being done wrong.

Either BIOS boot order is not set correctly
or wrong rufus settings are being used
or invalid iso file.

What's the size of iso file, you're using?
Post photo of BIOS boot settings and
screenshot of rufus settings (with advanced options visible).
