Automatic Repair (Your pc did not start correctly)

Hello, I am on a laptop where when virus pop-ups pulled up when viewing on a browser, the battery was pulled to reset, everytime it starts up it says Automatic repair, your pc didn't start correctly. Restart doesn't work, I can't continue to windows, startup repair didn't work, chkdsk didn't work, bootrec didn't work and even safe mode isn't working. What can I do?
 
Solution
At this point... are you booting from win 10 installer to get to cmd & safe mode? try a system restore, its in same menu as command prompt

if that doesn't work, you might need to do a fresh install. especially if you got a virus.

You can copy anything off PC you want to keep using: http://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/
On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB (yes, you may have this already, its just habit to put it in)
