I need help with selecting a PSU and CPU Cooler

Hello, I'm building myself a Budget PC and I need help with selecting a Power Supply and I have questions about my CPU cooler.
SPECS
-Q9550
-Stock Opitplex 760 MT mobo (sorry I have no clue about the model number)
-GTX 670 2gb
-8gb ram
-305w stock psu (which I need to replace to before installing the q9550/gtx 670
-stock cpu cooler

My Question is, what PSU should I buy? One that is reliable yet cheap.

My question about the cpu cooler is, will my stock optiplex 760 cpu cooler be enough for the q9550? I currently own a e7500 and my max temps are only like 40-43 (celcius) Thanks!
