HELP GETTING NEW OS ON CLEANED PC please

I just did a hard reset on my hdd. Computer was bugging out. So now its asking for an OS. Is there ANY way that I can download it on my laptop and put it on my 8gb usb or at least another windows like windows 7 or 8 or 10 because I have plenty of codes for windows 10 I just need SOMETHING on my pc. Please help. By the way my desktop is offline because It uses only the wifiadapter which cant be used because theres no install for it since the hdd is wiped clean...

Just run it. It will allow you to create iso file or bootable usb with windows 10 installation.
For it to operate, you need internet of course.
Once iso file or usb with install has been created, internet is not needed anymore.

install it with a pc or laptop which has internet to create an usb boot stick.After that, you won´t need internet to install windows 10.

you can boot with ubuntu or other linux distributions to get internet. Almost every magazine of linux or similar has a live dvd included.
