Which one is better for developers and programmers?

Windows 10 or OS X El Capitan

And how will future generations of Windows and OS X compare?

Stick to Windows 10 unless you must compile (only compile) for OSX or iOS (iOS mandates all applications be compiled on a slow as molasses mac)

Right now Windows 10 supports Win32, UWP (not proper supported on linux compilers yet), and linux compilation and can run full linux software using their new ubuntu based linux distro built into Win 10 1607 (works like a charm for most things).

Worst comes to worst you can always use VMs (and most people do), but you'll find that Win 10 machines are far faster for the same price
