POWER:
Make sure you have all power connections properly attached and secure to both cards.
Verify hardware:
1. Shut down and remove new GPU, attach only one monitor
2. Verify
3. Swap to second monitor
4. Verify
5. Shut down, and swap to new GPU (same PCIe slot)
6. test both monitors
7. Shut down, then switch either GPU to the other PCIe used
8. Test (to ensure no issues with that slot)
9. Working? Then it's a software (driver likely) issue likely.
Software testing:
1. DDU
http://www.guru3d.com/files-details/display-driver-uninstaller-download.html
2. Install newest driver (unless you think an older one might work better?)
3. Test without Crossfire first.
4. Try with 2nd monitor attached to GPU#1, and also try GPU#2 to see if it makes a difference (unless you want both monitors for the SAME game I don't think it matters. both monitors for same game means split in middle so not a good idea)
5. If everything working now, then get Crossfire setup.
Summary:
I didn't quite follow your post.
I'm unclear whether the new GPU was shown to work at all. Anyway, start there but skip steps if they do not apply.
