How come someone choose the best solution on my behalf after it is posted just 1 hour?

I am new to this forum but how come someone choose the best solution on my behalf?
To be frank, I am offended by this type of behaviour.
I must admit I do not think this is a good system design, where someone can abuse it so people think my question is answered when it is not.
Please consider restricting user on this privilege or imposing penalty on this type of user. Thanks.

Toms misbehaves once you have 20+ tabs open, scrolling is uncomfortable.
