I bought a pre-built computer last year, and now realizing my poor choice I am going to be building my own. The prebuilt I bought came with Windows 10 already installed and they sent me a WINDOWS 10 DISK which I assume is used to download the os, the problem is I wont have a cd read/cd drive in my next computer so
1,Do I have to buy the OS again but on a usb?
2.could I transfer the OS on the disk to my own usb?
3. can you suggest any other options or actions to take with this disk?

answers are appreciated thank you!

Solution
For your new system, you need to purchase a new OS.

You can buy Win 10 directly on a USB. Or create your own USB, here:https://www.microsoft.com/en-us/software-download/windows10/
(You'll still need a valid license key if you create your own USB. Costs the same either way)

You can create a USB install, as noted above, for free, with the media creation tool.
But you will still need to purchase a valid license key for your new PC.
