Screen cuts to black, turns back on but nothing works anymore

Recently removed an old GPU and my pc has had problems booting up, the monitor won't detect it when plugged in, if it finally turns on the screen will cut to black for a few seconds then come back on, it is laggy and my mouse and keyboard no longer work, it works in the BIOS fine, and my computer will sometimes shut down without warning, there was a recent storm so that could link to my problem.

Can you please try Booting Windows in Safe Mode, going to Device Manager, removing the graphics driver from there, rebooting the PC to let Windows install the standard drivers, and then continuing from there?

I'll try that once I get access to my PC again, no one I've talked to about it seems to have an answer so I hope this will help
