Windows 10 Custom Icon Issue

Copying Folders with Custom Icons Not working on Windows 10 Anniversary Update

for a while now. as I've updated to Windows 10 Anniversary Update everything was going well except for copying folders with custom icons and there settings with the ".ini" and so on. But I really like to have custom folder icons because it organizes my files a lot easier rather than without the icons.
I've tried copying and pasting, and dragging and dropping. from another directory to another directory with Windows explorer and some third-party software. but they do NOT appear to have the Custom Icons copied to the locations.
but other operating systems like Windows 10 before the anniversary version, and most operating systems Windows 8.1 and below have worked okay. just not the anniversary version.
