70-80% CPU Constant usage

I don't know what's the problem, my CPU is at 70-80% constanly. I have turned on only STEAM, ORIGIN, Chrome, i guess nvidia geforce experience, and realtek hd audio manager. I did a full dust clean on my pc (unscrewing it etc) month or 2 ago. and a few weeks ago i did a fast dust clean. Now i downloaded on windows 10 old windows 7 gadgets to see my cpu usage and ram, and i see that cpu is constanly 70-80%. Oh and also today, when playing a game on steam i had 30 fps on high, thogh i usually get 60 fps on high.

Full system specs? CPU temperature? CPU cooler? Case fans?

How many programs are running at startup?

Start up the task manager and see what is using the CPU.
