Looking to Build a Streaming PC, 1st Timer!!! 700 dollar budget

I am a first time builder and have a 700 dollar budget for building my first PC. My pc will be used for streaming console to youtube, twitch ect through the elgato hd60 capture card using OBS type programs. Can someone please help me with an awesome build for this price? It would be greatly appreciated. It may be hard on this budget but I know their are PC builders out there with the knowledge to do so. Here are the requirements to run elgato and stream with the elgato capture card:


Windows:

• Windows 7 Service Pack 1 (SP1), Windows 8, Windows 8.1 or later
• 2nd generation Intel Core i5 CPU (i5-2xxx or comparable), 2 Ghz or higher, before Turbo Boost
• Sound card (if your laptop can play sound, then it meets this requirement)
• 4GB Total Installed RAM (or higher)
• Built-in USB 2.0 port

To use Stream Command with the Elgato Game Capture HD 2.0 software:

• 2nd generation Intel Core i7 CPU (i7-2xxx or comparable), 2 Ghz or higher, before Turbo Boost
• Windows 7 Service Pack 1 (SP1), Windows 8, Windows 8.1 or later.


**I Would like to stream in 1080p60 If possible or atleast 720p60**

There will be no gaming on this PC as of yet. This is strictly a dedicated console streaming PC.

Thank you so much for the quick reply. I am not sure if you need a graphics card for this program but it would make sense that you do. Are you familar with this capture card? You obviously know what you are talking about with how fast you replied.
