Error Code 0xc000000f tried about everything.

A couple days ago I downloaded an update for windows 10. Ever since then I have not been able to boot. I have tried changing boot order. Making a usb recovery drive. Using my windows 10 cd to recovery it. I'm running out of ideas. I have tried different options in the recovery menu but nothing works any ideas are appreciated.

Do you have access to another pc? if so download the latest windows 10 iso from microsoft to do recovery
