Play Skyrim in 1080p 60fps on a 4k TV

I just bought a Hisense 4k (3840 x 2160) TV to use as a computer monitor. I want to do 4k video editing as well as watch 4k content. My problem is that I want to play Steam games, namely Skyrim and GTA V, at 1080p. Whenever I open up Skyrim, I only get 30 fps as if I was trying to play the game at 4k, also the load times are terrible and it sometimes will crash. Also, the Nvidia FPS overlay is cut off of the screen. GTA V runs fine at 1080p 60fps using the in game settings, but the Nvidia FPS overlay is cut off of the screen. How can I play games at 1080p 60fps on a 4k tv? Everything works fine on a 1080p TV.

My hardware: Intel i7 6700k, MSI GTX 970, 16GB of DDR4 memory
My software: Windows 10, modded skyrim through Mod Organizer
