Screen tearing while watching videos.

I am having screen tearing when watching videos. I first noticed on youtube when I would put it in full screen mode and then in Netflix. I know a fix for this in Windows 7 was to enable aero but I am running Windows 10. I have all the latest drivers installed as well. V-sync is enabled in Nvidia Control Panel. I also tried adaptive v-sync. This is an annoying problem and any help would be appreciated.
