Hello, ever since I bought my 1060 I've been missing DVI-I ports so I can only use a single monitor because my second monitor is VGA and I used to run it through a VGA->DVI-I adapter, Can I connect a second Graphics card to run the other monitor on? I've got and thinking of plugging in a 560ti or a hd4650 but I just wanted to ask beforehand.

Solution
You can and it should preferably be anotehr Nvidia one to avoid driver conflicts, but, even better would be to use the integrated graphics in your CPU if it has any(most do) or an active DVI(or HDMI) to VGA adapter.

I was thinking the 4650 might draw less power and be more silent in idle, I've already ordered a VGA -> HDMI adapter, but I just want a temporary solution.

Yes, but the drivers may give you a headache. The adapter is the solution i woudl have went with aswell, but, careful, it should be HDMI->VGA and not teh other way around(yes there actually are ones in reverse: https://www.amazon.com/VicTsing-Output-1080P-Converter-Adapter/dp/B00K4W62R4/ref=sr_1_10?ie=UTF8&qid=1474417134&sr=8-10&keywords=VGA+-%3E+HDMI ). Also, it should be active, obviously.
In teh meantime, try the integrated before you resort to the 560ti.

The reason why I dont want to install the 560ti is that i'm using a corsair CX750M PSU and when I had my 590 I blew a CX600 pretty fast, dont want it to happen again, so I've installed the 4650 and run a couple of games and it seems to be normal and everything works as I wanted to. Thanks for the help tho.

Why didn't you go with the integrated graphics?
That being said, there are two kinds of 750w CXMs. The silver labeled ones are newer and good so no worries whatsoever runnning any setup, while the green labeled ones are bad, and you mey well end up burning another one.

Also, after you get the adapter and remove teh second card and/or switch from integrated, make sure to use DDU to clean your current display drivers: http://www.guru3d.com/files-details/display-driver-uninstaller-download.html
And then reinstall the latest from Nvidia.
