Will a 28 inch 4K Monitor Display Things Too Small?

I'm thinking about getting a 28 Inch 4K Monitor for my Computer but I am thinking that 4K might make writing and the taskbar too small. The only thing is it"s the cheapest I could find and it is the only one that is within my budget if anyone has another suggestion like a TV that is bigger I am completely open for any help.
BTW My budget is around $500 AUD, maybe a little more.

Yes.
That's why you have display scaling.

1) right-click desktop-> display options-> set to 150% scaling

2) SCROLL + CTRL in web browsers to change size

3) Use an addon if needed to change default scaling in browser

Other:
I recommend 2560x1440 as the sweet spot. Higher resolution so sharper than 1920x1080, but less issues with scaling.

Also, budget monitors tend to use TN panels. Choose IPS if possible. I'll see if I can find a link.

This is best suited if you have a compatible AMD video card and play games. It has FREESYNC so can make games a lot smoother. Up to 144Hz. Without a suitable card it still works in normal, synchronous mode but I would buy a cheaper monitor.

*points:
a) 6ms or lower for response time recommended
b) some Warranties are not very good. Look carefully. If you can't even see the Acer warranty listed then assume it is 1-year.
c) read comments, reviews etc

you're right on the money , that is what I done on my 4k monitor otherwise right out of the box the icons will be small

I am in Australia and they are a fair bit out of my price range of $500~ ish Australian Dollars Price Range But thanks for the suggestion.
Also the monitor I am looking at is the AOC U2879VF 28inch 4K FreeSync Gaming Monitor with a 1ms response time but no IPS is that bad.

a single 1080 won't get you 60 fps on a constant flow either,,,, going with 2 gtx 1080s in SLI or a single 1070 won't even give you a reasonable performance using a 4k monitor you might be getting upper 30s to upper 40s in fps with a single 1070 , I had a gtx 1080 on a 4k monitor and I was getting upper 40s to 50s with the gtx 1080

I wont be using it to game at 4k in the first place i might look at getting another 1070 for SLI and sustain a reasonable frame rate but I will mainly use it for Movies on Netflix and Videos on YouTube at 4k. I will probably just game at 1440p or maybe even 1080p until I (1 get a better graphics card altogether or (2 get another 1070. Thanks anyway

i'vw been using 2 gtx 1070s with the new bridge and getting good frame rates on maximum settings I have a pb287 4k model monitor I haven't noticed any screen tearing gta 5, I was getting over a 100 fps same as on rise of the tomb raider in older games much better on either games I played I haven't noticed any tearing
to be more specific the gtx 1070 in SLI beats the gtx 1080 by around 40 % I even went to NVidia's live support and consulted them and they told me the same thing , 1 of the reasons I bought them both with he bridge , it might cost around alittle more than a single 1080 but the results over beats the cost
