Windows 10 Screen tearing

so I started having this issue just this morning. It was working fine besides every great once in a while my screen would flash balck but then come back on. Now it is tearing constantly unless I'm on a system window or I control alt delete. I can't even read what I'm typing here so bear with me. Please help!

Can you please check if you have the latest graphics driver? Next, you can try the following:

> Go to Device Manager.

> Expand the Network adapters tree.

> Right-click the network adapter(s) that is/are currently in use.

> Click Properties from the context menu.

> Go to the Power Management tab.

> Uncheck the Allow the computer to turn off this device to save power checkbox.

> Click OK to save the changes.

If the above suggestion doesn't help, you can:

> Open Device Manager.

> Expand the Monitors tree.

> Make sure that Generic PNP Monitor is enabled.
