cpu cooling at full load

Before installing my cpu liquid cooler, my i5 6600 skylake temp was around 55-63 degree celcuis with my processor at 85-100% load during me broadcasting live to you tube. After installing the cpu liquid cooler my temps now wont run above 43 degree Celsius and the load on my processor wont go above 80%. Is this normal when you have just the temps down? I have not overclocked the processor or GTX 1070 G1 video card i have as i have never overclocked before.
 
What do you mean by, "it won't go above 80%"? This is not normal behavior, but I can't imagine how this could happen.

For the record, 63c was already a great temperature, and there's really no benefit from lowering it further. Skylake CPUs throttle at 100c, and will likely run for years or even decades without issue even if you're above 80-90c.

im talking about 80% load. When i had broadcasted before intsalling the CPU liquid cooler it would it 100% load
