Extreme Windows 7 Screentearing

I have started noticing extreme screen tearing that has not been solved by v sync or adaptive vsync. I notice that it can sometimes run down the screen and is not just in games. It is also in window 7. I've tried everything. I messed with Aero and classic and nothing seems to work. I had this problem earlier this year and I fixed it by turning on aero but its not working now.

Specs: M5a78lt-m
FX 6300 Black Edition
500 GB Harddrive
120 GB SSD
Idk if this matters: Corsair Carbide SPec-02
8gb 1300 ram

What GPU (video card) are you using? Also, what is the make/model of your PSU (power supply)?

Do you know your CPU and GPU operating temperatures at idle and under load? Anything overclocked (CPU, GPU, memory)?

EVGA GTX 760
EVGA 500W PSU
My temps are all normal under load
