Weird issue when I fullscreen ANY video player from Chrome

As you can see from the image below, a weird screen issue keeps happening whenever I fullscreen something on Google Chrome, doesn't matter what site it is..

For some reason fullscreen on my google chrome isn't working properly. Whenever I fullscreen, it shows a little bit of my desktop background on the top and left, and only fully fullscreens if I click on my desktop on my 2nd monitor..

Also, once I do that and fix the original, the bottom of the fullscreen will have a tiny line of green at the bottom
Not sure how to fix it, I've updated chrome, and never had this issue until a few weeks ago

a workaround that I have found that works for me is to un-maximize the window and then go in fullscreen
