Updated Windows 10 turned off PC won't boot up (please help?!)

I have always had Windows 10 but today I updated my PC (it was just a random update ) and during the update I turned of my PC and now when ever I turn it on I get this black screen with a loading sign which will stay like that for hours I installed Windows media recovery thing (I can't remember what it was) and pressed F12 to boot up using the USB recovery software I installed but the black screen still comes up please can someone help ??

Probably needs windows reinstalled , that's why it says don't turn your PC off during the update process.
