Many Applications have stopped working - Windows 10

After turning my PC on today many applications such as discord, nvdia geforce experience, steam and more are not working anymore. One of the main issues I am getting is 'The program can't start because COMDLG32.dll is missing from your computer'. I have searched online for a solution and have found nothing please help.

right click start button
choose command prompt (admin)
type SFC /scannow and press enter

this scans system files and may fix this behaviour

if that finds files it cannot fix, copy/paste this command into same window:
DISM /Online /Cleanup-Image /RestoreHealth

if that comes back with an error asking for source, there is a fix but I won't add it yet. See if this works first.
