Windows installed on Recovery Partition

Hello,

I had tried to reinstall windows on my laptop several months ago. For some reason, it was taking over a week to reinstall so I turn off my laptop and turned it back on. All my Windows data was gone. I do not have a recovery disk I can install it from.
I went to my university's Tech Services and they installed a version of Windows 10 for me. However, it is on my recovery partition, and there are some programs I cannot change the install location of, and I do not have room on my Recovery partition. How can I merge my Recovery and empty Partition without removing Windows?

A proper fix for this is a full reinstall, on the proper partitions.

I do not have a Product Key as my original OS was erased (when I tried to reinstall), and my University's Tech Services reinstalled W10 for me.
