HDD Clone: WIN32 error code 23

I've been trying to clone my current HDD to an external one. I can successfully copy all partitions from it except for the C: drive. I'm using minitool partition and when I try to clone the C: drive it reboots my PC obviously but always fails at 1%, not 0%, 1% is 5.86 Gb of data copied.

When it fails it says:

WIN32 error code 23

Now this might be obvious to some people, but I couldnt help notice the system32 folder is 5.86 Gb as well.

I've already updated everything and used windows to check and fix for HDD failures and nothing fixed the issue.

Anything is helpful.

Have you tried using a different cloning tool? In case you haven't, you can do so. Most of the HDD manufacturers have their own cloning tools.
