Question:
Windows has a "Reinstall and keep programs/files" option. If I want to pick this option, but install it all in a new SSD will that still keep all my files?

Why I don't want any "Why not do this instead?"
I currently have all my files on a 1TB hdd. I have trimmed it down to under 500gb, which is the size of the SSD i am buying. I do NOT want to clone the hdd, the reason is my windows installation has something wrong with it. I dont know what, but so many things are going wrong. Reinstalling without keeping my programs and files is not an option, but keeping this messed up windows install is not either. So knowing that windows can reinstall without loosing programs and user files, i want to know if i can do this but instead of installing it with keeping everything in the HDD, it reinstalls in the SSD and moves the files/programs there.

No. "Reinstall and Keep..." does not, to my knowledge, give you the option of a different drive.

So...'Reinstall and Keep...' on the current drive. Fixing the current borked up install.
Then clone over to the SSD. (assuming it actually fits on the SSD)

So the only way would be to clone the HDD, then reset it from the SSD?

No, the other way around.
Fix it on the HDD, then clone to the SSD. (see my edit above)

To clone from one drive to the other:
-------------------------------
Download and install Macrium Reflect (or Samsung Data Migration if using a Samsung SSD)
Power off
Disconnect ALL drives except the current C and the new SSD
Power up
Run the Macrium Reflect (or Samsung Data Migration)
Select ALL the partitions on the existing C drive
Click the 'Clone' button
Wait until it is done
When it finishes, power off
Disconnect ALL drives except for the new SSD
Swap the SATA cables around so that the new drive is connected to the same SATA port as the old drive
Power up, and verify the BIOS boot order
If good, continue the power up

It should boot from the new drive, just as like the old drive.
Maybe reboot a time or two, just to make sure.

If it works, and it should, all is good.

Later, reconnect the old drive and wipe as necessary.
--------------------------------

It won't automatically remove it from the HDD. Nor should it.
You do that manually, later.

I prefer the above linked Macrium Reflect, or the Samsung Data Migration.
Acronis would work, but those are the two I prefer.

Hello, I have bad news. The reset did not do anything to fix it, if anything it made it worse. All it did is make my start menu/wifi unclickible, but it didnt fix anything other than task manager

So the original problem was that the OS was a bit messed up.
And the 'reset' did not fix it?

I think you know what the next option should be.

I have decided that I am just going to backup some files, and then format the HDD. Of course, in 2 weeks I will be looking for a file which is not backed up but whatever
