.NET framework installation utility has stopped working

Hi Folks,

As soon as I boot my PC, I am getting the error ".NET framework installation utility has stopped working". I have tried NetFxRepairTool but no luck. Please let me know how to fix this. My PC is running on Windows 10. I have attached a snapshot of the error below.

I had this issue with a cousin's PC. I succeeded installing it with CMD command.
