is it better and recommended to restart the PC after instaling programs ?

lets say after a clean windows 10 install I want to install these programs
1-vlc player
2-qbitorrent
3-steam
4-origin
5-internet download manager
etc
is it recommended t restart the computer after each program install
or just install all of them then restart ?

or just restart PC if program requests a restart afterwards.

Most of those don't need a restart to work. Only thing I restart after is drivers, whether they ask for it or not.

any program that needs a restart will tell you to restart it at the end of the installer. worry not
