Not the greatest, not the worst. It is reported to have some pretty bad viewing angles and on top of that, bad angle adjustment.

That said, any 1440p monitor under $300 isn't going to the best at all. Most are cheap knockoffs or have other drawbacks.

It's the best monitor you can go for that price. I would recommend saving the cash for longer, though. Monitors are important to your setup and will far outlive your desktop. It's better to get a better monitor now because you don't have to change it for a very long time.

In terms of specification, it's pretty much the same as any other budget 1440p monitor, meaning it's not height-adjustable and the stand is going to be very flimsy.

If you're buying an interim upgrade, don't bother. Just save your money until you can afford what you actually want.
