DDR3 vs CPU question

I recently upgraded my computer. Problem is, its a dell with some new goodies in it and I'm having some compatibility issues with the crap motherboard.

Started life as a Dell with i3 4170 w/ 8G DDR3, integrated graphics.

I upgraded PSU, added GTX 1060, and 16G G.Skill. I noticed that my new ram is only registering as 666 vs the 800 that the 8G showed up as. I researched and it seems that my new RAM timing/latency is causing an incompatibility with the Motherboard and thus pulls it down to 666. Being a dell, my BIOS is locked down and I seem to be stuck with this new RAM at only 666. Seems like a waste to me, but I'm not certain how much a difference 666 versus 800 makes. Some folks say as little as 3% difference. Some say alot more, obviously dependent on application.

At this point I'm fairly happy with my system but would like to upgrade my i3 to an i5/i7. I'm concerned that my RAM only running at 666 would hold me back. Thoughts? Would it be worthwhile upgrading the CPU to i5 or i7 if I'm stuck at only 666?

I could always upgrade the CPU and buy another 16G that is more compatible with the motherboard, but that's going to add $$ that I already spent once.

Short version. Would you upgrade an i3 4170 to i5 or i7 if you RAM/MOBO combo was stuck at 666 instead of allowing the proper 800? Worth the money? Or just ride this system out until I'm unhappy and then build from scratch?

upgrading to a cheap i5 would be recommended. if you do upgrade you mb to get the full ram speed, make sure the motherboard is standard and not some weird dell exclusive form factor.

I would, but at that point I'd have to buy a copy of Win 10. Ultimately if I buy another mobo i'm going to buy newer generation CPU/RAM. Obviously sticking to a 4th Gen CPU will be a lot cheaper than mobo/cpu/ram/OS combo I'd need. :)

you can use the windows you already have.

How would I reuse my existing Win10? I was under the impression that it was locked to the current mobo (being a dell).

after doing some research, it seems that OEM pcs have the os tied to the motherboard. what a stupid world we live in.
