Windows 10 Media Installation won't download?

So I've been trying to put windows 10 media installation onto a usb of mine (32GB) and the progress always stays at 0%. In the past when I've done fresh installations the install would take at most 30 minutes but I've left it running for 45 minutes and it hasn't gone up at all. Any ideas on why it won't install? Thanks for any help.

Download windows install iso and use rufus to deploy it to your usb flash drive.

So just download the Windows 10 media installation and put it on my usb?

I would do that however I still can't get the download past 0%. How can I get windows to actually download?
