Improving my PC gaming performance

Hello,

I'm looking for a way to improve my gaming PC, as i feel like it's not fast enough.

PC Specs:

CPU: i7 4790k 4.0ghz - If you know any good tutorial for a safe way to OC it, i would appreciate it
GPU: Gigabyte GTX970 G1 Gaming Windforce
RAM: G.Skill TridentX 2 x 8GB DDR3 2400MHz CL10
PSU: SEASONIC M12II Evo Edition 620W
MOBO: Asus Z97-A
Cooler: Cooler Master Hyper 212 EVO
SSD: Samsung 850 EVO 250gb (SSD for games only), Samsung 850 PRO 256gb (System SSD)
HDD: Seagate Barracuda ST1000DM003 1TB
Monitor: BENQ XL2411 144Hz 24 inch

Nothing is overclocked as i don't have any experience with OCing. Temps while IDLE are around 40 degrees after buying CM Evo, which surprises me as i expected them to be lower. However, temps were hitting up to 100 degrees during games before i bought it, now they are around 60, which i'm satisfied with. However, i'm not sure if i'm safe to overclock my CPU with only EVO cooling it.

The only thing changed in BIOS from default settings is my RAM speed, so as to match the speed of TridentX.

One of the things that made me consider upgrading it further is that sometimes, FPS differs every other time i login. For example, today, when i entered the game for the first time, my FPS was as low as 40 frames. Second time, it was a stable 120 FPS, third time, it dropped to stable 70, all on the same map without any other players around me. So, to clarify, my FPS is stable but inconsistent.

I'm only playing MMORPG games.

So yea, if there is anything you think i can do, buy or change some settings to improve my gaming experience, i'd be more than happy to listen to any of your recommendations.

You won't get much more out of that CPU, and that's the way it is with online games. You depend on the server, number of players etc.
If you wont to overclock though i suggest the Cryorig H7.

That was one of the coolers i was considering prior to buying Hyper 212 EVO, however, if i'm going to change my cooler in the future, i'll most likely go for a water cooling. Do you have any suggestion on hardware change that will make noticeable improvement ? I'm playing on 1920x1080 resolution.

For 1080p gaming, there's not a whole lot more you can do. Tom's recommends the RX 480 & GTX 1060 as "best" for 1080p games (http://www.tomshardware.com/reviews/best-gpus,4380.html), & both the RX 480 (http://www.techspot.com/review/1198-amd-radeon-rx-480/) & GTX 1060 (http://www.techspot.com/review/1237-msi-geforce-gtx-1060-3gb/), whether in 4GB/8GB or 3GB/6GB VRAM flavors, will outperform your GTX 970 by maybe 5-10%...but that's not a huge edge, & only moves you up 1 on the tier (http://www.tomshardware.com/reviews/gpu-hierarchy,4388.html).

Since you were having some issues with your CPU temps before, it's possible that your GPU is having some temp issues as well. Try monitoring it with MSI Afterburner (free download, works will all GPUs, nVidia or AMD). Also, double-check your case & see if you can add a couple more case fans to help keep everything running cool.

No, not really, unfortunately. I'ts the nature of online games.
You should know that a good air cooler like the noctua nh-d14/15 or be quiet dark rock pro 3 will allow you to push your CPU as far as it can go without issue and they are more realiable than AiO water coolers.
