Windows Boot Failure -- Can't Run System Repair/Recovery

A few days ago, when I tried to boot my system after a Windows update, I ran into a black screen which said, "
PHASE 0

loading configurations(root kernel, setup)

My computer doesn't do anything after that. I've tried restarting it. I can't enter a BIOS configuration so that I can try to use an install disc or system image to repair windows. I already posted this on Microsoft's forum, but no one has replied. Any help would be greatly appreciated.

It's a custom build with a Gigabyte GA-Z68MA-D2H-83 motherboard. I'll try to use AVG rescue. I put in a recovery USB, but all I get is a blue screen stating: "Your PC/Device needs to be repaired
The Boot Configuration Data file doesn't contain valid information for an operating system.
File: \Boot\BCD
Error code: 0xc0000098."
I was reading that Windows 10 does away with the option to start BIOS unless you change the setting in Windows itself, but I''m caught in a catch 22 where I can't get into Windows to change the setting to use BIOS to fix help fix Windows/recover data.
