I'm amazed no one has said the obvious: buy an inexpensive pc off ebay.
Windows 10 licenses cannot be legally married to hardware but is separate and owned by the buyer, regardless of how the legitimate buyer bought. I would buy it from an actual Tech shop or direct from Microsoft. I realise its not the cheapest option but its safe. You don't know where this mod is getting licences from, no guarantee the licences won't be stopped at a later time. Buying your own copy from a shop is just better for that reason.

Cheapest = whatever major retailer (Amazon/Newegg/Microcenter) has it on sale this week.
Maybe $80-$90.

Anything much cheaper is not legit.

I know Microsoft may not want this but as long as you don't want to make new users you can just use the "trial" version of windows. Just download the ISO from microsofts website then just make the USB bootable and just do all the steps but when it asks you the the activation key just press I don't have a key and just do the custom set up. This is the OS I use and it works perfectly fine. I have used it for over two months now

While its true you can run unactivated there is no guarantee that it will keep working like that, Microsoft can just as easily release a patch to put an end date on your free usage.

so you set aside the device and redeploy the license. if there are any issues [I do tech work and have only encountered one issues in years, easily resolved by calling MS, tell them the unit is failing, and you have moved all the data to another PC].

There are thousands of such units on ebay. tick the boxes "Used, Refurb'd, Parts/Not-Working" and search 'windows 10'
I bought a AMD APU-powered HP laptop for $56 and liked it so much it is now my HTPC.... go figure
