User Account Control settings won't open, can't use some apps without changing UAC settings

Hello all, I'm trying to fix an issue on a friend's computer right now. I think he had a virus from an email, which I scanned/got rid of using Kaspersky antivirus (all he has on this computer). Now, however, when trying to open a hyperlink, Edge can't be opened using the default administrator account (which is hilarious, considering, you know, admin account should be able to open it..)

I've read that I need to change settings in User Account Control. So I navigate to control panel/User accounts and when I try to click on "Change User Account control Settings" nothing happens. No dialogue or anything, its just like a blank text. Can anybody help me out here? What's going on? Thanks for anything you can tell me

Sounds like something is stopping it from loading or possibly missing from Windows files. You may even still have a virus.

Make sure you have the latest Windows updates, and try reinstalling Windows files here; https://www.microsoft.com/en-gb/software-download/windows10

Firstly though, make sure you don't still have a virus. Download Malware bytes here and get the latest definitions; https://www.malwarebytes.com/mwb-download/. Then remove your network cable and carry out a scan, repeat if anything is found.
