What makes a good 1080p monitor?

In every review I've read of a sub-$200 monitor, people keep saying "it's a good budget monitor". What are they talking about? I've never seen a monitor above $200 that's a higher "quality" than a sub $200. I'm looking for a good 1080p to run in surround on my gtx 1080.

Refresh rate differences, 144Hz is going to be high end.

Biggest thing is adjust-ability, Tilt, swivel and rotate add huge amounts to the cost of a monitor it seems.

Bezel thickness, overall heft of the monitor. The thinner the more expensive.

TN vs IPS is debatable, but a cheap panel is going to almost always be a TN. An expensive panel is either going to be IPS or a really fast TN.
