Rx 470 not running at advertised memory speeds

why is my rx 470 running at a lower clock speed then what is is supposed to. the memory is supposed to be set at 7000 Mhz but its running at 1750 Mhz max. any one have any sugustions

Multiply 1750MHz by 4.
