settings won't work in safe mode?

i don't like how microsoft is trying to move away from the control panel to this settings crap.

i'm trying to deal with a corrupt account, but in the user account in the control panel, its referring me to the new settings, however this does not seem to open in safe mode. i also can't get to the recovery options available in the new windows 10 settings. is there a way to get it to open?

Just which part in old Control panel > User Accounts refer you to new settings ?
