[HELP] Your PC Needs to Be Repaired - Windows 10

I recently pulled my laptop out of an infinite boot loop. I had it restore the entire system just to be sure, but spontaneously while playing Cities Skylines the computer restarted and is stuck on the "Your PC/Device needs to be repaired" screen (error code 0xc0000428). Booting to any version of safe mode results in a restart and return to this screen.
I have a spare Linux laptop that I've used to create a bootable Windows 10 USB using the official iso file and this guide (one transistor.blogspot.gr/2014/09/make-bootable-windows-usb-from-ubuntu.html) but.. Now what. I can't figure out how to get it to boot from the USB or if this is even the correct course of action. Does anyone know what to do? Seriously getting fed up with this, this is my schoolwork computer.

Acer Aspire E 15 laptop
AMD A10-7300 processor
AMD Radeon R6 graphics
8 gb ddr3 ram
1TB hard drive

to access the bios you need to hold or tap f2 at boot time, might be able to hold it down before laptop starts

check hdd is in the boot priority list or boot order, as that could be cause if its not, add it if that is case. (see here: https://www.reddit.com/r/techsupport/comments/3l1wrr/windows_10_stuck_in_boot_manager_windows_cannot/)
if it is, add USB to top of list, hdd next and restart PC once putting USB in slot

boot from installer, on 2nd screen after languages, choose repair this pc, not install
choose troubleshoot
choose advanced
choose command prompt
type /rebuildbcd and press enter
remove usb and restart and see if it works now.

@Colif I changed the boot order and haven't had any luck, it doesn't seem to register the USB. I took a look at the reddit link you provided but I can't seem to find a method to open the cmd prompt. It won't boot safe mode with command prompt and I can't seem to find any solution for that.

Now what I have found is that if I change the boot mode from UEFI to Legacy it takes me to GNU GRUB version 2.02, which I'm assuming is the grub file on the USB, but I'm not sure what command to load from here.
