Best Budget Gaming Monitor -$300

Hello,
I'm looking for a good 1080p TN panel monitor I can use for gaming that is below $300 with most of the following features if not all.
I don't want anything below 24" or above 27". It must be confirmed by owners to have ZERO ghosting, I can't stand playing on my current monitor because of that, so plz, no ghosting! I also want a 75Hz refresh rate or higher please and fast response time.
I would also like a stable stand with tilt adjustment, and if possible (not really a requirement, just something that would be cool to have), height, pivot, and swivel adjustment also.
Color accuracy doesn't have to be perfect but I would really like it to be very good because I do some photo and video editing too.
Also, please make sure the monitor comes with some kind of low blue-light so my eyes don't die, and an HDMI input, please.
All modern monitors are flicker free right? Cause if not then that would also be a requirement for the monitor I'm looking for.
