I don't think you'll find exactly what you want for that budget though.

*I also saw some monitors with very HIGH refresh rates. Stick with 6ms or lower.

If you can't increase the budget, you'll have to weight the pros and cons. You can get a 25" but the height might be a bit low compared to a 24", 1080p screen.
