Cannot Load Normally.. Please Help

My problem right now:

I cannot load up into windows the white dotted circle loading is infinite (just the loading no windows icon) I have tried many many things so far... I cannot use the automatic repair for some reason as it just stops my mouse and keyboard from working for some reason.

The only way I am able to load up windows in safe mode or at all is by using a windows 10 ISO burnt to a disk and clicking CMD and typing in a code to startup in safe mode. (thanks to - http://www.tenforums.com/tutorials/2304-safe-mode-start-windows-10-a.html)

Once it load up i get a message pop up saying "Get started can't be opened using the Built-in Administrator account." etc. After that I have been trying different things and none are working. I tried the cmd /scan thing and that only let me do it after a reboot - by then it just stopped at 100% for a few hours so i restarted and back to square one of no boot up in normal mode!!!

Booted into safe mode using the CMD and used this program to find out my Windwos key - http://www.nirsoft.net/utils/product_cd_key_viewer.html - Fabulous. Reinstalled windows over the top of old stuff from downloaded and burnt disk of windows 10 from the website - now i have all old stuff on windows.old and new stuff & settings!
